About Timothy Leschke
Tim is an infrastructure and project development specialist, with a particular focus on the energy transition, defence and core infrastructure (including social and transport). Tim's practice includes advising on:
- the origination and procurement of greenfield and brownfield infrastructure (including hybrid and mixed-use facilities, competitive bid processes and unsolicited or market-led proposals);
- the financing, delivery and operation of major projects and infrastructure assets; and
- secondary market investments, divestments and acquisitions.

Energy Transition
- Pumped hydro: advising Snowy Hydro on the $12 billion incentivised target cost (ITC) reset of Snowy 2.0; and proponents on early stages of procurement of Central West Pumped Hydro, Shoalhaven Hydro, Burdekin Pumped Hydro and Borumba Pumped Hydro.
- Batteries: advising the sponsor on Limestone Coast North BESS; financiers on Templers BESS, Solar River BESS and Bouldercombe BESS; Aula Energy on Carmody's Hill BESS; Igneo on its acquisition of Susan Rivers and Childers BESS; Metka on the Western Sydney BESS investment partnership; and bidders on Koorangie BESS and Moorabool BESS.
- Transmission: advising APA/PP on their bid to finance, deliver and operate the Central West Orana REZ transmission infrastructure; China Southern Power Grid on its US$1.3 billion acquisition of a 27.8% interest in Transelec S.A; and a confidential proponent of an unsolicited proposal to develop a transmission network.
- Renewables: advising Iberdrola on the Port Augusta Renewable Energy Park; Acciona on Macintyre Wind Farm and Mt Gellibrand Wind Farm; Aula on Carmody's Hill Wind Farm; Ørsted on a joint venture for offshore wind in the US; and various other stakeholders on other wind and solar projects in Australia and the US.
- Conventional power: advising Snowy Hydro on the $950 million commercial reset of the Kurri-Kurri gas-fired power station; the head contractor on a remote power and radar project; and the sponsors and borrower on the Kelar IPP Project and Norte II IPP Project.
- Carbon and alternative energy: advising Kiland on the predicted world's largest biochar project; a confidential client on a biocarbon project; CTSCo on a proposed carbon capture use and storage project; Cleanaway on biogas engines; and the sponsor of a proposed biofuels project in Oman.
Defence and core infrastructure
- Defence: advising ASC on all aspects of its role in the estimated $368 billion SSN-AUKUS program, including as proposed sustainer and joint builder of the SSN-AUKUS submarines; and a defence contractor on remote radar and communications facilities.
- Transport: advising the Capella-led consortium on the $11 billion North East Link PPP using an ITC model; GoldlinQ on Stages 1, 2 and 3A of Gold Coast Light Rail PPP; Qtectic on New Generation Rollingstock PPP; the WA Government on Forrestfield-Airport Link; and Nexus Delivery on Toowoomba Second Range Crossing PPP.
- Housing: advising a confidential bidder on its ongoing bid for the Waterloo Renewal Project; the Queensland Government on various social and affordable housing projects under the Housing Investment Fund, and OCP on NDIS accommodation.
- Health: advising the Queensland Government on the $1.1 billion mixed-health use Herston Quarter Redevelopment; Metro South on the Logan Urgent Specialist Care Centre and Redlands Hospital; Multiplex on the Centers for National Resilience; and First State Super on its investment into Sunshine Coast University Hospital and Bendigo Hospital.
- Airports and logistics: advising Multiplex on various Western Sydney International Airport package, including the terminal and specialty services; LOGOS on its $1.67 billion acquisition at Moorebank Logistics Park and ongoing development matters; and the sponsors on the expansion of the Arturo Merino Benitez Airport in Santiago.
- Water: advising Sunwater on Rookwood Weir and Paradise Dam; Gulf Energy on the Duqm IPWP in Oman; and miners on water supply and pipeline relocation arrangements.
